Dr. Bateman is the Vice President for the Division for Learning Disabilities of the Council for Exceptional Children and an expert in special education law. A former hearing officer and professor, he supports districts in litigation, compliance, and programming. He has authored key books and developed federal IEP guidance after Endrew F.
